A statute can name blackout warfare and still not order a single spare
Defense bills have started using the phrase. Substation yards do not change because a phrase entered a bill.

Lawmakers have folded electromagnetic attack into the language of conflict with peer adversaries. The words sit beside cyber and missiles. CISA already had a program. The executive order already existed. Naming is how Washington admits a subject. It is not how a transformer is delivered.
Defense bills are where the phrase goes, because that is where conflict with a peer adversary gets named. A bill can require a study or a report. The report can arrive while the yard looks the same as it did before the vote. Readers can watch the words enter the statute and still have no evidence that a spare was ordered, let alone delivered.
The subject was not discovered by the latest bill. CISA already had a program. The executive order already existed. A new statute that says the subject again is Washington admitting it is still unsettled. Admission is a political fact. A transformer on a pad is a different fact, and it has its own paperwork.
The measure, again, is equipment and authority: spares by interconnection, procedures that may de-energize a line to save it, and a count of critical units that have been assessed.
De-energizing a line to save it is an operator’s authority, not a flourish in a bill. It means a line may be taken offline to keep the equipment on it from being destroyed. A spare by interconnection is a unit that can be used in the region that lost one, not a unit counted on a national page because it exists somewhere. A count of critical units assessed is a count of machines someone has actually looked at. Until those three can be pointed at, the statute is still only language.
This desk will treat new statutory language as a lead, then go look for the hardware.
The language is still worth following. A phrase in a bill is how a subject gets a hearing and, later, money. This desk will not skip the bill and pretend the hardware discussion is none of its business. It will not stop at the bill and tell readers the spare has been ordered.
