Hospitals are where a war on the grid becomes a war on civilians

Backup generators are real. Fuel contracts, ambulance fuel, and a dark water system are the rest of the hospital.

A hospital with diesel and a tested transfer switch can bridge hours or days. It cannot manufacture oxygen, staff, or a functioning city water system indefinitely, and it cannot accept every electrically dependent patient from a dark region.

Diesel and a tested transfer switch are the part people repeat, and they are real. Fuel contracts decide whether the bridge lasts past the fuel that was already on site. Ambulance fuel is the same limit on the road between a house and the door. A dark water system does not care that the transfer test passed. Those are the rest of the hospital, and they fail on their own clocks.

The generator does not replace the city around the building. Oxygen runs out if it is not delivered. Staff do not arrive if the roads, and their own households, are in the same outage. Patients who live on electrically dependent care were already a problem in a storm. A region that goes dark together cannot send all of them to the one site that still has a generator.

The IEA has noted that cuts in Ukraine have reached education and health, not only living-room lights. That is the moral center of targeting electricity, and it does not require a speech to see.

The reach is the point of that note. Education and health sit on the wires, not beside them. A campaign against the grid does not need a separate order naming a hospital or a school to put both in the dark. The living-room light is what gets counted first. The clinic and the classroom are the same outage, and they are why targeting electricity is already a civilian fact.

If someone in your household depends on powered care, the wartime version of the plan is the same as the storm version, started earlier: a powered site you have actually identified, and a paper list of doses.

Started earlier, because the wartime version may not come with the warning a storm does. The powered site has to be one a household has already named, not one it means to search for on a dead phone. The list of doses is paper because the pharmacy record lives on a network. When the network is down, the drawer is the record.
