Operators have to tell a storm from an attack before the public does

The lights fail the same way. The next decision — wait, reconfigure, or assume hostility — does not.

A geomagnetic storm, a rifle, malware, and a missile can end at the same burned transformer. NOAA’s scales describe the natural case. CISA’s EMP program and the Volt Typhoon advisory describe human ones. The control room does not get the label stamped on the alarm.

The lights fail the same way. That is the trap. The next decision does not. Waiting, using the lines that are still there, or treating the next failure as hostile are different acts. The control room has to choose among them before the public has a name for the night.

NOAA’s scales are a public language for the natural case. CISA’s electromagnetic program is a public language for a pulse. The Volt Typhoon advisory is a public language for access placed in ordinary networks before a crisis. None of those documents is stamped on the alarm. Someone has to match them to the failure, or say out loud that the match is not there yet.

Public trust depends on officials saying what they know and what they do not. A false claim of attack, or a long silence, both make the Unrest problem worse.

A false claim of attack hands the public a culprit. A long silence lets the public pick one. Saying plainly that the cause is not yet known is still information. A stretch with no sentence at all is how a crowd chooses a gate. Operators do not control that crowd. They do control whether the first official words invented a cause the evidence had not named.

Readers can hold the distinction without a security clearance. If the government has issued a space-weather warning, start there. If it has not, and the outage is wide and violent, wait for a sourced account before you share a theory.

Starting with a space-weather warning is an order of checks, not a claim that every outage under a watch is the sun. The warning is a document anyone can read. A theory about a rifle or a missile is not a document until someone whose job it is to say so has said so. Reconfiguring the system, or assuming hostility, is an operator’s decision. Readers do not make it. They can notice when a theory was shared before either decision was explained.
