Rotation is the difference between a pantry and a landfill
Eat what you store. Date it. If you will not eat it on a Tuesday, you will not eat it on the worst Tuesday.

Food storage fails by forgetfulness. Cans expire behind newer groceries. Water jugs go stale. Batteries leak in a drawer. A fifteen-minute monthly pass — same day as something else you already do — fixes more risk than a new purchase.
Rotation means you eat the older food and put the newer food behind it, drink the stored water and refill it, and move batteries into devices you actually use. A store of things you never touch is a landfill with a shelf. The monthly pass works if it is tied to a day you already keep — a bill, a trash night — so it does not depend on motivation showing up by itself.
Write the month on the thing with a marker. Future you, in the dark, cannot read your intentions.
The marker is the system. A jug with a month on it can be used or dumped on purpose. A jug with no mark becomes a guess, and guesses in the dark get postponed. The same mark on a can tells you which one is the meal this month and which one has been living at the back of the shelf.
If money is tight, start with water and the medications. Everything else can stack later. A complete-looking kit bought all at once and never touched is theater.
Water first, because you will need it before you need a variety of meals, and because it is the item you can rotate by using it. Medications next, because a closed pharmacy or a dead refrigerator is when you notice the bottle was almost empty. Food stacks after those two, and only as meals you already like.
Theater is a kit that looks finished and contains food nobody in the house eats, a stove nobody has lit, and water that has sat untouched. On the worst Tuesday you will eat what you eat on an ordinary Tuesday. Buy that. Date it. Finish it. Replace it.
