Ham radio operators are a reserve, not a miracle
They pass traffic when other systems fail — if their own stations survived and they drilled the message format.

Amateur radio has a real emergency-communications role: local nets, sometimes regional traffic, people who own equipment and know propagation. In a geomagnetic storm, HF gets harder just when it is needed. In a nuclear EMP, unshielded radios may not work at all.
The hard part on HF is the sky, not the enthusiasm. A disturbed ionosphere is the same broad phenomenon that brings the aurora, and it can swallow or scramble the bands people use to move a message past the county line. A net that exists only on a fair-weather frequency has not been tried against the storm that would make you want it.
The useful relationship is local and specific. Know if your county has an ARES or RACES group and what they can actually pass — health-and-welfare messages are not the same as 911. A handheld on a charged battery and a local repeater plan beats a romantic picture of shortwave saving the country.
Those two names are not the same service. One is the volunteer emergency-radio tradition that trains alongside local agencies. The other is the civil emergency service a government can put on the air under its own rules. Either is useful only if you have asked, on a quiet day, what messages they will take and where they would want a station.
A repeater is a machine on a hill with a power supply. When that supply dies, a plan that lived entirely inside the machine dies with it. A paper list of simplex frequencies, and a check-in you have actually done, is the version that still exists when the hill is dark.
Passing traffic is a form, not a conversation. Someone writes who the message is for, where they are, and what is being asked, and someone else reads it back. If the household has never seen that done, the radio is still a hobby that might become an emergency tool. It is not one yet.
If you are the licensee, shield a backup radio or own the fact that you have not. A set stored disconnected, with its own batteries and a copy of the net plan, is a different object from the radio left in the antenna path on the desk. One of those can still be there after the weekend the other stops being a radio.
