Storm watches are for professionals. Habits are for everyone else.
You will not out-analyze NOAA. You can be the house that already has water when the watch turns into a warning.

Space-weather centers issue watches and warnings on a public page most people have never opened. Subscribing once is a reasonable civic act, like knowing the hurricane center exists even if you live inland — because the grid you depend on may not be inland from the storm that matters.
A watch means conditions are possible. A warning means they are expected on a shorter clock, or already arriving. You do not have to memorize the product list. You have to know the page exists, and that a severe geomagnetic watch is the one that should move your hands toward the sink and the radio.
Do not rearrange your life around a G1. Do use a severe watch as the prompt to fill containers, charge the radio, and check the neighbor who needs power for a device. The cost of a false start is water you will drink anyway.
The bottom of the scale can matter to a utility and still not matter to your week. Treating every minor watch as an emergency is how you train yourself to ignore the severe one. The filter is the word the center uses and the habit you already have: water, the radio, the neighbor, then stop. You do not need a new project.
Charging the radio during the watch is better than charging it during the warning, because the warning may arrive with the outage rather than ahead of it. The same is true of containers. A false start leaves you with full jugs and a charged battery, which is the ordinary state the house meant to be in anyway.
If the warning expires and nothing happened, that is the system working. Mocking it is how communities get surprised later.
Forecasts expire. The sun does not always deliver what the watch allowed for. You can note that nothing happened and still leave the water where it is until you use it. The reflex worth skipping is the joke that teaches the block to ignore the next one.
