The block is the unit of unrest, for better or worse
Cities do not tip all at once. Corners do. The corner you can influence is small.

Large narratives about social collapse are useless at 10 p.m. on a dark stairwell. What happens in a building is decided by whether someone has a light, whether the medically fragile neighbor was checked, and whether a rumor about the basement was allowed to grow.
Cities do not tip all at once. One corner can stay ordinary while the next does not, because the people on it are particular and the sirens are already somewhere else. A narrative that treats the city as a single mood cannot see that difference. A stairwell can. The corner a person can influence is the one they can walk.
The rumor about the basement is an unrest event the size of one building. It grows if the people who live there leave it unanswered. Stopping it is a conversation on the landing. That is a small fact, and small facts are the ones available at that hour. There is no larger tool coming down the stairs.
That is not softness. It is the scale at which order is actually kept when sirens are busy. The same scale is where cruelty shows up first.
Cruelty, at that scale, is a door that stays shut, a knock that is ignored, or a story told about someone who cannot come out to answer it. Order is the opposite set of acts, done by the same neighbors, on the same landing. Neither one waits for a citywide decision. Both are visible from the hallway before they are visible on any official account.
Pick three households. That is the whole recommendation. Write them down next to the water shutoff.
Three households is small enough to be real when the phone is dead. A plan for the whole city is a speech you cannot carry. The names written beside the water shutoff are a list you can walk. The medically fragile neighbor belongs on it. The rumor does not get a vote over that name.
