Hardening is a spectrum, and partial credit counts

A protected control house and a spare breaker are not a fantasy of invulnerability. They are how outages stay short.

Perfect protection of every wire in North America is not on offer. Shorter outages are. Shielding and filtering at control houses, surge protection that is maintained, operating procedures that are drilled, and a few well-placed spares can turn a potential month into a long weekend. That is not a small difference. It is the difference between inconvenience and cascade.

A control house that still shows the station truthfully is how people start recovery while the event is fresh. Shielding and filtering there do not mean the yard ignored the insult. They mean a human can still operate. A long outage can begin as a shorter one in which nobody could see well enough to put the system back in a safe order.

Surge protection that is maintained is not the same object as surge protection that was installed and then left. Devices age. Grounds get compromised. A sticker on a cabinet is not an inspection. The dull cycle of checking is part of the spectrum, and it fails in the budget years when nothing dramatic happened.

A procedure has been drilled when a named shift has run it, including the version where the first report is wrong and communications are poor. A binder is not that drill. The point of the drill is to avoid putting a stressed station back in the wrong order, which is one way a contained event becomes the cascade the rules were written about.

Well-placed spares sit near the long-lead units they match. A press release about spares in general is a different inventory. Partial credit is a few of the right machines, close enough to matter, chosen ahead of a fantasy that every machine has a twin. The weekend rather than the month is that choice.

Partial credit is how fire safety works, how aviation works, and how this will work if it works at all. Demanding a perfect shield is a way of choosing none.

Households live on the same spectrum. Some water beats no water. A radio beats a rumor. Start. Waiting for a finished textbook house is how the perfect shield delays the shutoff valve, and the valve was always higher on the card.
