Volt Typhoon is the cyber version of pre-positioning
U.S. agencies say a China-linked actor has sat inside infrastructure networks for later, not for today’s ransom note.

Joint advisories from CISA, the NSA, and the FBI have described Volt Typhoon as a campaign to sit inside U.S. critical-infrastructure networks — communications, energy, transportation, water — so disruption is available in a crisis. That is a different intent than a criminal gang encrypting a hospital for bitcoin.
The agencies’ description is about access held for later. Nothing has to break on the day the advisory is public. Ransomware wants to be seen, because the payment depends on the victim noticing. A campaign that sits inside communications, energy, transportation, and water is building an option for a crisis. The achievement, as described, is still being there when that crisis arrives.
The grid implication is access, not a movie-style switch. Enterprise networks and operational technology still touch. An intruder who can move toward controls, or who can blind the people who run them, does not need to understand Maxwell’s equations.
Those four sectors are how a city calls for help, stays powered, moves, and drinks. Access in one of them is already a serious fact. Access staged across them is not a single stolen database. It is pre-positioning against the week when disruption would matter more than a ransom note.
For a household the takeaway is indirect and still real: cyber risk and physical risk now stack. The outage you experience will not announce which chapter it came from.
Enterprise systems and the operational technology that runs breakers, pumps, and controls were never supposed to be one network. They still touch, through people, vendors, and shared services. An intruder who gets closer to controls is one problem. An intruder who blinds the operators is another: a control room that cannot see cannot choose. Neither job requires a theory of electromagnetic pulse.
The outage at the house will not arrive with a chapter title. Cyber access and physical damage stack, and the dark outlet looks the same. The household response stays the unglamorous one: water, a way to hear an official voice, medications, a meetup written down. What you should not expect is a quick public sentence that names the cause and a reboot that ends it.
